This CIDA project is being carried out for and with the Central Bank in Vietnam. It is strengthening banking supervision, enhancing certain Head Office functions, and is working directly with the central bank to guide credit institutions to build governance and risk management regimes. The other consortium members are IBM Consulting and Gowlings Consulting, both of Canada. Key players on this project include: Henry Knight as Project Director; Pierre Seguin as Resident Project Manager; and several other international specialists including: Claude Montambault, Gary Gegenheimer, Joel Hefty, Douglas Wyatt, James Giannetto, Joel Shaprio, Martin Guilfoyle and Robert Abplanalp. Several Vietnamese specialists are also on the consulting team. Project Management Committee members are David Roth of IBM, Guy David of Gowlings and Henry Knight of DevPar.
The implementation phase of the project has been underway for over one year. A Joint Project Management Committee has been formed and has held its second meeting in February 2007. It has approved an Annual Plan for Year 2 (2007) and the Annual Report for 2006. Work is underway in several functions of the State Bank of Vietnam. Assessment reports have led to joint plans with the client to organize the support required to provide capacity building and the adoption of international standards and best practice in banking supervision, human resource development, organization structure of the State Bank of Vietnam and internal audit. Implementation activities will be extensive in 2007 and over the remaining three years. |
