Assessment of the Need for a Financial Institution for the Region

To assess the need for a special regional institution to administer and support regional infrastructure development in the Southern African Development Community (SADC). Carried out a Needs Assessment for the South African Ministry of Finance (which was undertaking its initial responsibilities for finance after joining the SADC). Work included interviews with international financial institutions involved in private sector investment in infrastructure, an assessment of current investment patterns in infrastructure projects in the region, review of recent and recognised potential regional infrastructure projects, and of government capacities to support large-scale projects. A presentation of findings and recommendations was made to representatives of the SADC.
