The project established a functioning audit department within the Ministry of Finance. This covered a range of tasks including:
• advising on the structure and staffing requirements for the
  unit;
• helping in the selection of staff;
• preparing and delivering training materials;
• preparing policy and procedures manuals;
• establishing a code of conduct;
• training-of-trainers;
• coaching staff in the conduct of initial audits and
  investigations;
• advising on changes in legislation;
• preparing and administering change management
  processes to facilitate the changes that were required; and
• supporting the expansion of the audit scope to include
  some value-for-money audits.
